To prepare the second rural water supply and sanitation project
In order to address the problem of infrastructure deterioration and eliminate the institutional vacuum, in 2001 the Government of the Kyrgyz Republic, in cooperation with the World Bank (WB), the Asian Development Bank (ADB) and the United Kingdom's Department for International Development (DFID), launched the Rural Water Supply Project and sanitation (PSVS) in most villages of Kyrgyzstan.
It was decided that the World Bank and DFID will support the implementation of projects in the northern regions, while the Asian Development Bank will work in the southern region.

Project objectives
The development objectives of the PSVS-1 project were as follows:
- increasing the availability of drinking water from water supply systems to participating communities;
- improvement of sanitary and hygienic and other water management activities in rural areas at the individual, family and institutional level.
Also, the task of the project researchers was to conduct a qualitative analysis of the results of the project in four villages that participated in PSVS-1, and in one village that did not participate in the project, in order to give PSVS-2 the opportunity to implement, relying on the successes of its predecessor, preventing or by mitigating risks and limitations, and avoiding negative or unsatisfactory outcomes. The case studies were carried out as part of the overall assessment of PSVS-1 over a three week period, including training and actual fieldwork.
Location of the project
It was decided to conduct targeted research in the following villages:
- Maman is a relatively large village (population - 2400 people), the implementation of the micro-project in which was recognized (by the project staff) as successful;
- Darkhan is a relatively large village (population - 5032 people), the implementation of the micro-project in which was recognized as unsuccessful;
- Ak-Kyya is a relatively small village (population - 620 people) in which the implementation of the micro-project was recognized as successful;
- Chat-Bazar is a relatively small village, where the implementation of the micro-project was considered unsuccessful;
- Bakai-Ata is a village that did not take part in the project, but has its own water supply infrastructure.
Project results
The goals set for PSVS-1 were achieved due to:
- Creation of infrastructure to provide access to clean drinking water for approximately 340,000 people;
- Creation of 173 public associations (unions) of drinking water consumers (PWUUs), covering 205 villages - all PWUUs have been created, have passed legal registration and work with their own water supply systems.
Upon completion of the Project, in autumn 2008, the Government of the Kyrgyz Republic, with the support of donors (the World Bank and the United Kingdom's Department for International Development), began the preparation of the Second Rural Water Supply and Sanitation Project (RWS-2) to ensure further support and preserve the achievements of the previous project. ...
